HARP is a multi-faceted approach to behavioral modification based on a unique combination of tools and techniques derived from various programs that is peer driven, professionally guided, and spiritually based.
Its success is measured in terms of reduced recidivism, fewer deaths, and broken chains.

OBJECTIVES
HARP RVA seeks to mitigate the negative impact on individuals with substance abuse disorders. It has both short-term and long-term goals to achieve these objectives including:
Providing transportation assistance to meetings and treatment.
Providing financial assistance to those seeking to become Certified Peer Review Counselors.
Providing assistance in obtaining gainful employment and reintegration into society.
Establishing family support groups for relatives suffering from a substance abuse disorder.
Providing a safe facility for those in recovery for meetings, counseling, peer support, and training.
Establishing long-term goals to provide a multi-bed facility for immediate crisis intervention prior to law enforcement involvement.
